68-Year-Old Retired Public Officer Granted Bail in Connection with Multiple Charges Dating Back to 2019

A 68-year-old retired public officer has been granted bail in connection with more than a dozen charges dating back to 2019.
Charles Winston Ramsay, of Mount Hillaby, St Thomas, secured the $10 000 amount with one surety when he appeared before Magistrate Alison Burke in the District ‘A’ Magistrates’ Court this past weekend. He will make his next appearance before the court on September 6, 2023.
It is alleged that on August 2, 2019, being a public officer acting as a vehicle examiner, without reasonable excuse or justification, willfully misconducted himself by issuing or causing to be issued a vehicle examiner’s certificate in respect of public service vehicle (PSV) ZR 273 tending to show that he examined the vehicle on the mentioned date to such a degree, as to amount to an abuse of the public trust in the office of the vehicle examiner.
He is further alleged to have committed the same offence on August 7, 2019, with respect to ZR48, ZR169 and four other PSVs.
Ramsay was also charged with committing the same offence on August 9, 2019, with ZR18, B31 and two other PSVs.
He was further accused of committing several of the same offences on July 29, 2019, in connection with B24, B335, B35, B155, ZR 91, and another PSV.
On July 30, 2019, he is alleged to have committed the same offence with ZR 92, ZR 283 and two other PSVs.
Ramsay could not plead to the indictable charges.
